The draft order to implement the Carbon Reduction Commitment

Response to Department of Energy and Climate Change consultation

Summary

The Environment Agency strongly supports the Carbon Reduction Commitment (CRC) as it promotes energy efficiency in public and private sector organisations that are outside of the scope of the EU Emissions Trading System (EU ETS) and Climate Change Agreements (CCAs).  We believe that it is essential that emissions from this large non-energy intensive sector are reduced to meet the UK’s 80% greenhouse gas reduction target by 2050 and prevent damaging climate change. 

We are working closely with the Department of Energy and Climate Change to develop and implement the Carbon Reduction Commitment, and have since April 2009, taken the lead communication role to prepare for the implementation of the Carbon Reduction Commitment in April 2010.  A series of regional workshops have been held, and we have supported similar events in the Devolved Administrations. 

The Environment Agency will continue to consult with the Department of Energy and Climate Change on issues which arise from our scrutiny of the Draft Order and stakeholder engagement to ensure that the scheme is implemented efficiently and effectively.
