e-planning is part of a wider e-government initiative. It aims to help local authorities provide planning services via the internet and email.
The Environment Agency and e-planning
We are committed to e-planning, particularly when receiving consultations. For us, e-planning means a different way of working.
- We are developing our own e-planning systems
- We participate with local government in trials to prove the concept of electronic consultation
- We work with national government to promote the use of e-planning
- We work with other statutory agencies to learn from each others experiences
Development Planning System 3
Development Planning System (DPS) is the planning computer system. It helps us provide high quality and timely advice to Local Authorities about the environmental impact of planning proposals, by helping planners to manage the process of internal consultation on issues such as flood risk and pollution.
DPS3 is an internal project that upgraded the existing system to accommodate recent changes in planning legislation and planning processes.
Planning and Regulatory Services Online (PARSOL) Projects
PARSOL was a government funded set of projects aimed at developing facilities to help with e-Planning. The Planning Advisory Service (PAS) and Planning Portal now own these products and the full range is available on the PAS website.
The projects include:
- Service delivery standards for Local Planning Authorities - 'The better planning service delivery standards 2006'
- Best practice guidance notes on e-consultations
- e-consultation using a 'central hub'
The central hub project aims to enable the electronic exchange of planning consultations and replies between Local Planning Authorities and consultees. It is providing e-consultations on planning applications but will eventually include consultations on the plans themselves.
